Yes, it comes with two low-profile brackets. One has a slot for VGA only, and the other has slots for HDMI and DVI.

The bracket that came attached to the graphics card is a standard-sized bracket. The graphics card also includes a low-profile bracket that can be installed on the card for compact computer cases.
The ASUS GT 730 comes with 2 sizes of motherboard brackets. The shortest ones appear to be able to be mounted in a small form factor computer. The mounting bracket already installed is for a full-size case, you can use VGA( D-sub), DVI, and HDMI. With the extra 2 brackets, you get either VGA on the bracket or HDMI and DVI on the bracket. You need to check your power supply. The specs for the computer show it could be either a 230 amp or a 320 amp power supply. The GT 730 recommends a minimum of 300 amps.

The graphics card comes with extra brackets( 2 in a plastic bag and one on the card). The one on the card will fit most standard cases. Your SFF case will not likely be able to use it. Using one of the extra brackets should allow you to modify the card to fit your case. Using these brackets will cause you to lose some of your output connectors.
Yes, it is a plug-in card and it receives its power from the main computer power supply, as do all plug-in cards.
It is compatible with an older HP with the proper video slot on the MB. I would say, if the 400 has a video X16 slot, it will likely work.
The 730 nominally has a 60W rating, but this is assuming that you are gaming to the max. I use it in my HP5000 with a 240W supply and no problems, but I do not do gaming with it. You should determine how much of that 240W is being used and judge accordingly.
Being a single-slot card, the NVIDIA GeForce GT 730 does not require any additional power connector, its power draw is rated at 38 W maximum.
