Product Usage Instructions:
- Open the box and take out all the components.
- Read and familiarize yourself with the instructions
included. - Set up the game by placing the merchant stands and bags in a
central location accessible to all players. - Shuffle the Goods cards and Contraband Goods cards separately
and place them face-down as two separate decks. - Distribute the appropriate number of coins to each player.
- Decide on the additional rules to use (Deputies, Royal Goods
cards, Black Market cards, Deputy cards, and Booty tile) and add
them to the game if desired. - Choose a player to be the Sheriff. The Sheriff’s role is to
inspect the goods being brought into the city by the other
players. - Begin the game by taking turns clockwise. Each player takes on
the role of a merchant and tries to smuggle contraband goods past
the Sheriff while declaring legal goods. - During each turn, players can choose to either declare goods
and place them in their merchant bag or secretly place contraband
goods in their bag. - Once all players have declared their goods, the Sheriff
inspects each merchant’s bag. The Sheriff can choose to inspect or
allow the bag to pass without inspection. - If the Sheriff finds any contraband goods in a player’s bag,
that player must pay a penalty in coins. If the Sheriff’s
inspection was unsuccessful, the player who was inspected receives
a bonus. - Continue taking turns until all players have been the Sheriff
an equal number of times or a predetermined number of rounds have
been played. - The player with the most wealth (coins and goods) at the end of
the game is declared the winner.
