The app ‘Ampere’ reports a max current of 1500mA, so I think it’s a USB type-C connector on a legacy cable – no different than putting a compliant USB-A to type-C cable on a standard charger. I think Benson was primarily reviewing USB-A to type-C cables, of which a lot report 3000mA capacity incorrectly.
Yes it does. The USB attached to the charger I have not used. But the charger itself does turbo charge.

“supports up to 2.4a” that doesn’t mean it always puts out that much current. I means 2.4a is maximum it can produce. If a phone draws 2.1a that’s what the charger provides.
